Waterproofing:

A neck cover is an essential accessory that ensures the rug truly keeps the horse dry. It prevents rain from entering via the neck opening. (Water running down the horse’s neck will wet the entire rug from the inside.)

Purpose of a neck cover:

Not putting a neck cover on a clipped horse is like heating a house but leaving the windows open! The neck and throat are areas that are very sensitive to cold and should be protected in the same way as the horse’s body.
